U.S. 1 / Capital Boulevard Tolling Study
The Capital Area Metropolitan Planning Organization (CAMPO) has pursued converting the U.S. 1 (Capital Blvd ) North Corridor to a freeway for several decades. To address continued project delays and cost escalations, CAMPO partnered with the N.C. Turnpike Authority to investigate alternative and innovative methods to funding this project. At their March 21st meeting, the CAMPO Executive Board made a motion to start a public engagement and awareness campaign for this study. The public comment period opened on April 7th and continues through May 14th. Feedback can be given through the project website or directly through the survey. The CAMPO Executive Board will utilize this information to make an informed decision for this region.
Triangle Strategic Tolling Study
To help assure the continuing competitiveness of our region, the efficient movement of people and goods to and through our region, and the attractive qualities of our community, in 2018-2019, the Triangle Region for the first time conducted a Strategic Tolling Study for the development of a plan that outlines a holistic tolling and managed lanes strategy for the region. The plan includes an evaluation of technology, operational structures, the development of appropriate performance measures to evaluate future tolling decisions, and an analysis on the impacts of the recommendations on the regional multi-modal transportation network. This Study was a joint venture of three agencies responsible for Triangle transportation planning: the Capital Area MPO, the Durham-Chapel Hill-Carrboro MPO, and the N.C. Department of Transportation (NCDOT). Also included was a preliminary identification of financing and partnering mechanisms for funding the toll road infrastructure and operational/collection requirements. Ultimately, this Study aimed to identify the feasibility and necessity of using either tolling or other managed lane concepts or technologies to achieve regional objectives associated with the Metropolitan Transportation Plan.
